Recycled Tire Rubber (RTR) has been successfully and cost effectively used to modify asphalt pavement materials in the USA since the 1960s. However, the use was limited due to the higher cost of RTR in comparison to the asphalt binder and barriers related to testing and highway specification limitations. Most barriers for the use of RTR in asphalt have been overcome, the cost of asphalt binder and virgin modifiers are substantially higher than RTR, and the adoption of stringent quality control and material verification procedures are in place to make it easy for both highway agencies and paving contractors alike to specify and use RTR materials.
